This study on intellectual property rights (IPRs) regime has the following objectives:
• to study the structure of the legal framework governing IPRs in different countries including the United States of America, Japan, Germany, South Korea, and other developing nations where a conscious strategy in structuring an IP regime to foster a particular kind of entrepreneurial development has been adopted
• to evaluate the IP regime in India in the context of the critical ingredients of IP regimes elsewhere that fostered innovation-based entrepreneurship
• to recommend, on the basis of the above analysis and in the context of the emerging opportunities in specific sectors, modifications to the existing IP regime in India. The focus of these recommendations would be to foster new technology-based entrepreneurial ventures in the sector
• to provide a context to these recommendations, the study focuses on specific sectors where there are opportunities for new technology-based entrepreneurship. These are pharmaceutical, biotechnology, and IT sectors. If possible, the study will also cover issues faced by innovation-based enterprises in engineering (e.g. auto-components).
