The primary objective of this study is to develop a public expenditure report on HIV/AIDS in India with focus on monitoring financial resources for projects and programmes to counter the HIV/AIDS challenge in India. A comprehensive understanding on resources allocation and utilization would greatly benefit in delineating this process and developing a policy framework. The study will focus on institutional arrangements for allocating these resources to implementing agencies. |
