In 1997, the Department of Family Welfare, in tune with the ICPD, Cairo, introduced the Mother NGO (MNGO) scheme under the RCH programme in which selected NGOs were identified as MNGOs and sanctioned grants in allotted districts. These MNGOs, in turn, gave grants to smaller NGOs called Field NGOs (FNGOs) for promoting the goals/objectives of the RCH programme. The objective of the study is to study the MNGO scheme through an understanding of the pathways of capacity strengthening in the scheme and analysis of the incentive issues in involving NGOs in health. |
