Abstract The study focuses on the following objectives: 1. To review the available materials at the state level dealing with policy interventions after the formation of the state 2. To identify important constraints and review the efforts made by the State in the past to meet major challenges pertaining to agriculture and allied activities 3. To record the state's response to the already formulated National Agricultural Policy, that is, to find out precisely how and where the state would like to suitably supplement, modify, and re-articulate the national policy in the local context 4. To bring out the state's concerns as well as to record the state's views on the changing economic situation due to India's involvement with WTO 5. To document the state's initiatives to meet the problems and constraints arising from India's WTO commitments and review the effectiveness of government interventions in the form of technology adoptions, institutional adaptations, price policy changes, and legal policy changes undertaken so far 6. To discuss with important stakeholders the requirements for formulation of a policy document at the state level in response to the country's growing concerns at home and abroad 7. To elaborate the initiatives taken to meet the challenge of diversification, technology, resource management, and price policy at the state level (whether in response to WTO or otherwise) 8. To assemble these views in the form of a meaningful policy requirement matrix, relating problems/issues to action points suggested/recommended and also try to identify agencies which should undertake such actions.
