Abstract The objectives of this study are: • examine the extent and nature of the shift towards a new form of governance in the post -1991 period • identify the significant features of the evolving system of governance in the local context (12 medium and small cities) • identify the major impacts of new governance on delivery of public services in the context of increasing pressures of globalization on the state such as widening democratic participation, greater social accountability, and improved cost and process efficiencies • generating and disseminating policy advice for practitioners.
