Abstract This study is intended to provide a basis for the development of regulatory support initiatives to be undertaken in Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. The project summarizes current regulatory frameworks in the region, and sets these in the context of worldwide regulatory developments, and of existing and planned work programmes of the regulatory bodies within the region. Based on an assessment of the existing training and development interventions used by regulatory bodies and operating companies, it assesses expertise requirements in the regulatory area from both institutional and client perspectives.
