Abstract The objective of this study are as follows: The Ministry of Communications (MOC) has a direct investment approximately valued between Rs.1,40,000 crore and Rs.2,50,000 crore in BSNL, MNTL, and VSNL. It controls a revenue of Rs.24,000 crore a year and corresponding expenses of Rs.13,000 crore. At the broadest level, the questions related to public expenditure accountability are: · Are we getting the optimal revenues from the investments? · Are the expenses appropriate? · Are the planned investments structured for best value? The issues that would impact the above are: · Structural reforms including corporatization and privatization · Process of decision making with respect to revenue generation, expenses, and investments · Technology choice and human resource development · Universal service obligations These issues would also be studied in the context of Teleglobe, Canada and British Telecom (BT), UK.
